Language Bar Refusing to Change Languages

About two weeks ago I noticed that the language bar toolbar lost all the
buttons and labels on my taskbar. I have tried everything from trying to
float it on the desktop(which will automatically switch back to dock in
taskbar when I close the properties window), to system restore back to when
it did work. Because of this it is refusing to switch the language using
either hot keys or directly choosing English or Japanese IME in the Language
properties. Short of reformatting, are there ANY fixes for this problem? I
need to get this working now that the semester has started and my Japanese
class has resumed.

Info: Home Premium x64 - HP DV6660SE Notebook
I also have Office 2007
Ultimate/Enterprise/It-has-everything-microsoft-imaginable-packed-in-it
installed.

I have gotten this thing working again. My fix was to go into Administrative
Tools -> Services and make sure the 'Machine Debug Manager' was set to
Automatic, and was started. Restarting this service seems to have fixed the
problem for now.
