I admit I've not had that much experience with Remote Assistance in terms of localization,
but I know I have connected with others on different language versions in the past (Dutch I
believe).
Given your results, I don't really believe that the language version is the problem, as its
more likely that the person is simply using a third-party software firewall, non-UPnP router,
or their ISP uses a hardware firewall or NAT (in other words, a non-direct connection) and
therefore Remote Assistance can't connect.
What you might try instead, is using Live SharedView, although you'll probably want to give
it a go on your own so you can guide your contacts through it, it'll provide similar
functionality and works in a wider array of networking scenarios:

I do note however that SharedView is only available in English at the moment as that might be
a consideration.
