Language decoding

While I was browsing through the IE8 browser, I could find that most of the
major languages could not be decoded by the browser. While some languages
could be easily decoded in the main window, they could not be decoded in the
window name and the tab name.
Please let know ii the localisation is under development or if it is a bug.

Web authors determine the localization preferences. Contact the web sites
where you have this issue.

Check that you have "Automatically recover from rendering errors with
Compatibility View" on the Advanced tab of Internet Options enabled
(default).
