language pack question and SP1

just to make sure.... having a language pack installed is different
from having other languages enabled for your keyboard, correct?
i have international english and hebrew enabled for my keyboard, but
never remember installing a language pack.
as best I can tell, the language packs are complete user interfaces
in.... arabic or italian or german or whatever else.

my user interface is all english, but i can also type in hebrew or
view different language fonts. and this is not the same as a language
pack?

just trying to make sure that all the obstacles are removed for
installing the new SP because it is still not showing for me.
