Laptop asks for boot disk

I have a Toshiba Satellite, AMD Turion 64x2 dual core, 3 gb ram, 250 g
hard drive, Vista home premium os. When the laptop is turned on, th
screen requests a boot disk. -I can't get into safe mode. I'm stuc
with boot disk request. What do I do? Where do I get the boot disk?
None came with laptop.
