Last modified dates changing automatically

I've come across what I think is an issue. I'll give the rundown of what I'm
looking at. I would like to hear an explanation of why Windows is performing
the way it is.

I'm located in the Eastern time zone (GMT -5:00). Lets say i have a file and
it's correct last modified date is 2/25/2007 10:00am.
If I look at that file during daylight savings time and I have the option of
automatically adjusting the clock for daylight savings then the file will
display a last modified time of 2/25/2007 11:00am. But if I uncheck that
option then it will display the correct 10am.
If I look at the same file during non-daylight savings time the file always
displays 10am regardless if that option is selected or not.

Can anyone explain why Windows modifies the time like that? I see this exact
same behavior on both XP and Vista.

In general times are maintained in 'GMT', as they are displayed they are
converted to the 'local' time

Why would you expect it to make the adjustment from UTC including daylight
saving, when it is not the time of the year to include daylight saving??

I can't explain it but it has annoyed me for years. When comparing
files with a copy made for backup and every one is 1 hr different from
the backup, it is a nuisance.
