Lasted XP update blocks internet access

After installing the latest update for Windows XP, my internet access is
blocked. Nothing using the internet will load. This has happened not only
on my computer, but on a couple friends of mine as well. I have had to
restore my system back to July 8 in order to get the internet to work again.
What is the problem and how do I fix it?

Same thing here. I have 2 Computers running XP Pro, and 1 running XP Media
Center Edition. All 3 suffered the same cut off of internet communication
after installing the "Security Update for Windows XP (KB951748). Had to
revert to an earlier system restore point.
