Official Word from MSFT :-
"We are removing the beta tag from the download website today.
So the answer is yes, they are the official build for Wave 3.
You probably missed my answer on this question before. When it was released
in mid December we called it Release Candidate, which means it would be
final if no critical bug was found shortly after, and it turned out to be
the case. We removed the beta tag from client applications then, because we
don't want to be forced to release a new build just to remove the beta tag,
however since it was not officially final then, the beta tag remained on the
download page."
