The refresh build for SP1 has been available to anyone interested for
quite a few days. Over here, by the way, the RC1 Refresh, downloaded via
Windows Update, took under 90 minutes (if it took that long) to
download/install, not the 3-4 days that this article is claiming.

Exactly........took under 90 minutes here as well. Only issue I had was my
internal card reader wasn't recognized, but came to find out it was just a
loose connection.

Actually a new SP1 RC has been released called Refresh 2 through Windows
Update, but only to the official 15,000 beta testers.
