Latest Windows Update--changed ActiveX permissions?

I'm wondering if the latest Windows Update for XP SP2 and/or IE 7 modified
IE's handling of ActiveX programs. I'm trying to reinstall Windows Live
OneCare Safety Scanner and cannot, because IE 7 tells me, "Internet Explorer
has blocked this site from using an ActiveX control in an unsafe manner. As a
result, this page may not display correctly.". Why on Earth would IE 7 be
telling me that, when I'm trying to install a program made by Microsoft??

Therefore, I'm wondering if the latest Windows Update may have made some
kind of changes to the way IE 7 permits/prohibits ActiveX from running. If
it did, please help me un-do the changes, so I can get the ActiveX to run
again. Thanks.
