How do you lengthen the time for display of the "Windows Boot Manager"?

Control Panel (Classic view) > System > "Advanced system settings" link in left
pane > Startup and Recovery Settings button > Time to display list of operating
systems

Making use of the time to list "Operating Systems" button is funny. The
button very rapidly either increases or decreases the time. So rapidly in
fact that one cannot keep up with it. Also, pressing the down arrow makes
the count go up, and vice-versa.

So just type a number into the box instead of using controls and be done
with it.

I was interested in finding out how it was supposed to work and what the
designers of Vista had in mind when they designed it.. I already knew you
could type directly into the box.
