Hello,

We bought Dell PCs with Windows XP Pro downgrade.
These PCs come with 25-dig business Vista Key.
We like to install business Vista then install Virtual PC 2007 to run
Windows XP pro.
Do we need 2 licenses on this PC or just one?
We have both Windows XP Pro CD and Business Vista DVD from Dell.

You'll need a separate license for each OS installed, yes.

The Dell OEM licenses are for use on your Dell only, they cannot be used in
a VM, which is considered a separate PC, needing it's own license.
