Limited account to manage a cluster's resources

Hi all,
do you know if I can use a "Power User" account to manage resource group
(take offline / take online / move ) rather than a user with
administrator rights?

Please note that I'm working with windows 2003 R2 clusters and windows
2008 R1 clusters too
