Used to be, way back in Win98, from which I upgraded to Vista, that I could
right click on the desktop and line up my icons without rearranging them. Is
this just gone, or am I missing something?

You can still line up your icons. Depends on how you want to arrange them.
Right mouse click the desktop and move cursor to view. You can arrange to
grid or auto arrange. I usually uncheck both and put the icons where I
like them. It's up to you.
