Link in Word2007 document does not work

I press and hold Ctrl key and click on a hyper-link in a Word document
and the following message is returned:

This operation has been cancelled due to restriction in effect on this
computer. Please contact your system administrator.
***********************************************

If I copy the link and paste it to a browser's address bar, then the
target page is brought up so that the link is good.

What could be wrong with the system?

Applies to Office Word also . Follow the fix
