Links to IE in Outlook

Whenever I have IE7 open in the background while using Outlook7 and attempt
to open a link in an Outlook note, it will not go to IE, in fact, IE stops
responding. The reporting of the unresponsive IE results in the answer
"...caused by Windows...no solution". That's Windows XP SP3. What's going
on here?

Is this related to a Windows Update?

Have you tried a System Restore to before the problem occurred?

Well, no, but during my recent visit to the Windows update site I noticed
that there was a user's help group. I haven't found a related group for MS
Outlook. This problem was on the new PC from the start, I believe, because I
didn't set up my e-mail account in Outlook until after I updating to Windows
SP3. That was about 2 months ago and I'm unlikely to find a restore point
that wouldn't also foul up the other intended changes I've made since then.
