Probably not since I'm running that and have no issues clicking on urls.

But, could you clarify 'Cannot click'?

Is it not a clickable link (ie, is it not blue and underlined)?
Is he physically unable to hover over it?
Does he get an error message?
Does it simply not do anything?

What does he use to read his email? If its not a web based reader, is he
able to click on urls there? What about if he opens up a newsgroup in OE,
does a url in a message work there?

I'm guessing that either he has a messenger plug in causing issues or
something is up with the http url association.
