The error message you are getting

says that connection timed out while trying to connect.
You say "Recently LiveMail stopped downloading ***all*** of my POP Gmail
emails." Does that mean you are getting some your mail?
Does that mean that sometimes you get mail and sometimes you get the
error message?
Did you make any security software changes around the time it stopped
working? New firewall, major firewall upgrade, settings change, new
anti-virus, major anti-virus upgrade or settings change? Using
Anti-spam program?
Your firewall could potentially be blocking port 995, but that would be
unusual.
If your anti-virus is set to scan e-mail as it downloads, that would be
a common cause of your problem. With some anti-virus (and anti-spam)
programs, simply disabling the e-mail scanning function doesn't really
disable it. It simply tells the program not to flag any messages. It
still processes all the messages and may still cause send/receive
problems. What you may need to do is uninstall the anti-virus program,
then reinstall it using a custom install option and unselect the e-mail
scanning component for installation.
