I've seen this problem. That is, slower speeds than 48k.
To answer your question, absolutely. Just head over to Add or Remove Programs/Programs and
Features in the Control Panel, find Windows Live Essentials and install Messenger from the
applet presented there.
You can then install the prior version by just downloading and running this Microsoft
Installer (MSI) file:

After that you'll find the 8.5 (2008) release on your start menu, ready to use.
