Start your PC in Safe Mode and run System Restore from there.

If your external HD format is FAT32 convert it to NTFS.

Also see: Add "Take Ownership" to right-click menu in Vista

Why? There is no problem using a FAT32 drive, external or internal, in
Vista.

The only potential issue is that FAT32 has a size limit of 4GB for any
single file. But that doesn't sound like his issue.

Maybe not but since NTFS is the recommended file system for Vista it's one
more troubleshooting step the OP can take.

Sorry, I completely disagree. It's completely irrelevant to his
problem, and a waste of time, as far as his problem is concerned.

You can disagree all you want but when I converted my FAT32 external drive
to NTFS I stopped receiving "backup failed" messages.
