Is it best to make a root folder to the C: drive for Games and not load
games into the program files or X86 files?

Not really. It's best to keep it in the Program Files (or x86 files) for
compatibility reasons. Of course, if you want to install on a second drive,
you should still use the x:\Program Files\game folder...

There's no real reason to move the games folder to root - I'd suggest
leaving it all in Program Files, simply to keep things organised
neatly!

To be contrarian to the opinions in the other replies.

Microsoft management on one hand wants you to run as a limited
user, while on the other they want you to install your software
under the 'program files\'-folder where you as a 'limited user
don't have rights to write and modify files. Couple this with the
fact that many/most games ( that i play ) save their save-games
in a sub-folder of the folder i install the game to. In
conclusion, this is designed so that it will not work.

I am not a corporation. I want to access all files on my own
computer. I want to be able to modify whatever file i want. With
WinVista i can't even install the OS on a FAT32 volume anymore
but have to use NTFS, with all the file-permission, hidden 'NTFS
streams' and other stuff that it brings, things that i as the
/administrator/ and user of my computer have no need nor desire
to contend with.

So *i* install games and other software to a FAT32-formatted
partition, separate from where the OS is, since that work best
for me. ( For example to 'F:\Games\'. )

Nah-ah. I'm staying out of this. ... Now, here's my opinion.

I have read that making a root folder is the best way to go. I play
Silent Hunter 4. The game gets heavily modded. If I attempt to extract
any game modded files to the SH4 game file, I get errors and they do not
extract to the fold. This is if I load the game to X86 program files.
However, I can load these modded files to a folder, copy and paste
within the SH4 folder that was installed in the X86 program folder. At
any rate, I uninstalled the game and re-installed to a C:\Games2\Silent
Hunter 4 folder I created when asked to browse upon installation. I can
now load the mods without errors or issues. I do not need to copy and
paste. This seems to have worked great. However, games such as Call of
Duty, World at War will automatically load to X86 program files and does
not give you the option to browse and load to a file of your choice.
I'm not sure why Activision did this.

Sounds like a load/unload problem with your mods. Follow this link, they
can help you.. http://forums.ubi.com/eve/forums/a/frm/f/6421019045

That folder only exists in 64bit OS versions, others don't have it. Vista
uses the for its own purposes so it's best to stick to using the default
folder that the game installer picks unless you have a reason to change it.
I have some old games that insist on installing to C:\ but since XP is on
that drive and my Vista is on a different partition I have reason to change
the install location.
