Local only upon startup

I have a Toshiba Satellite laptop computer and am off and on the computer all
day long, and every once in awhile I close the laptop or I am off for a
period of time and it sleeps or hibernates. I use the Internet Explorer all
the time through wireless connections at my home and office. But, when I come
back to the computer after it has gone to sleep, or after I 'open' the laptop
again, my connection information tells me I am only connected with 'local
only' access. I try to disconnect and reconnect, or diagnose and repair but
this never works. I have only found that restarting the computer works and
enables me to get back onto the 'local and internet' access connection. THis
is very annoying since it takes 5-10 minutes to restart every time...can
someone PLEASE HELP ME FIGURE OUT HOW TO STAY ON 'LOCAL AND INTERNET' ACCESS
ALL THE TIME AND NOT HAVE TO RESTART?

Go to Advance Power Settings.
Set hard drive to turn off a minute or 2 before sleep.
Set Hybrid and Hibernate modes to "Off"
Under USB settings select "Disable"
Under Multimedia select "Allow ....."
