local users and groups

Hi
i have a big problem, this is that I canÂ´t conect my laptop with anyone.
i was trying solve it and I found that I canÂ´t change de Network id and i
canÂ´t change too the domain and the workgroup of my laptop. (I canÂ´t write in
this three fields).
I think that itÂ´s because into the control panel, in the computer
management I have an error with the local users and groups (I havenÂ´t acces
to it)
the error say:

"unable to access the computer, the error was: library not registered"

please I need help. :'(
