There's no plans to change this behavior, the local MSN partners like it too much.
There's a process involved in getting something into the other locales involving a legal
process, language translation of course and culture research. For instance, the Minesweeper
flags game could offend those in countries where landmines are sadly in existence. Indeed
this is why the Minesweeper game in Vista now has a "flower garden" option.
Also, some activities are sponsored by a certain company and they're only targeting a
specific locale so they don't show up anywhere else.
So, really it's not something anyone can really help out with
