I've been seeing a task from feedback panel app call localreader.exe.
It uses one core to the max when it runs. What is it doing and why
can't it play fair with the other apps?

I searched everywhere on my computer which runs Windows Vista Ultimate and
can find no program called localreader.exe. What does that belong to?

It is part of the Customer Experience Improvement Program. I can't find it
on my system either.
