Locked Toolbars changing

I am running Windows XP, Before service pack 2 came out i had a problem with
my Toolbar changing even when locked. Such as the links bar dissapearing
into a button on the end of the address bar. I had found out that it was an
update that needed to be deleated, did so then all was fixed. Well reciently
my computer crashed to had to restore everything to original programs. Sure
enough, after all the updates got put back on the computer the problem has
returned. Does anyone remember the update that needs to be removed to fix
this problem?
