Locking desktop icons

I have very recently bought a laptop with Vista Home Premium installed. I
have two desktops (users) in operation. After I have put a number of icons
on the display page, they stay where I put them. However, after opening the
other user's desktop and then going back to my own, I find that all my work
of putting the icons where I wanted them, they have moved to different
positions. This also happens in the reverse direction. Is there a way of
locking them where I want them?

If you cannot find out or solve the reason for this happening, you could use
the command line version of this in a logon script:
