that stores the location on the screen of the spooler or 'downloader' o
what ever its called (the loading bar that pops up when you clic
send/receive

Is there a way to lock the following registry key so that it cant b
modified? Perhaps using 'permissions'

right click the item (is the left pane). Select 'Permissions' to see who can
do what.

WARNING you can really screw up your system if you make an error on changing
permissions! Sometimes you have to go up one level to change permissions as
they are locked to their parent.
