Locking Toolbars

I have tried unsuccessfully to move my Links Icon to a row above...next to
settings but every time when I restart, it is back to its old place. I am
unlocking the toolbar, moving the icon and then locking the toolbar once
again.
Does anyone have any suggestions?

In IE, I go to View, Toolbars and uncheck the Lock the toolbar, then I move
the Links icon and then do the same thing and then check Lock Toolbar once
again.
