Logitech Pre-Jump to Default Box

I use a Logitech Tracball with Vista Home Premium (with SP1). I've noticed that once the
cursor moves to the default option and I click on it, nothing happens. [Yes, this is how I've
set up the cursor to work through the Control Panel; but turning off the feature still leads
to this same problem).

However, if I move the cursor OUT of the default box, then re-enter the box and do the click
the Vista "action" circle begins.

Is there any way of setting up Vista so I don't have to move the cursor prior to it doing the
requested action? Am I missing a setting somewhere?

This is an HP-Multimedia PC with dual processors, circa early 2007--it came with XP Pro that I
have since upgraded to Vista.
