Hi Kim,
You might find this method helpful for creating a IE7 webpage shortcut.

It is best to create a shortcut from the main file itself, not from
another shortcut. When the file that the shortcut was created from is
moved or deleted, the shortcut will no longer work because it lost it's
association to the file it was directly created from.
