lost function bar

when i used to go to the top of page with the mouse a
small seethrough window with the function keys f1-f12 used to show up and now
it doesnt? saved you pressing FN and then the F keys,(popped dowm when using
keyboard F keys too) and its gone.
might be a toshiba tool or vista??

Its a Toshiba Utility... go here and click on Tech Support Center in Left
Menu and select your system then Downloads.

Its the Flash Cards Utility. Download the install... right click
install file and use Run as Admin.
