Lost internet explorer

Somehow I lost internet explorer. When I try to reinstall, I get the message
"you have a newer version installed, so it won't reinstall. Been using MSN.

Meanwhile, in trying to retrive internet explorer, somehow I also lost
outlook express...Am I losing my mind soon too??
