Lost "NEW" from menu in windows

I have win 98 se and after some installations of programs when i click the
right button of the mouse in the windows screen i get a board which have
"Arrange Icons,Line up icons, copy , paste e.c.t." . But the New option to
made new folder is not there!! Can anyone tell me how to add the new option
in the board of windows????
