lost toolbar !

i have lost my internet options toolbar & did a system restore but it just
cannot be found, i cannot download anything whatsoever sinse losing this
toolbar ! this all happened after i put internet explorer 7 on but then took
it off again so when i went back to my old explorer i saw that the toolbar
that surplies internet options had gone !
please can you help ?

right click where it is not!

Or, post the issue to a newsgroup that deals with IE. This one deals
with Windows Updates.
