Lots of processing an Bandwith usage

I am sure I'm not alone. Have Vista Home Premium on a Dell Dimension E520,
Intel Dual Core Duo VIIV with a gig of RAM and separate graphics card. My
point is that just having the Windows firewall and Avira Classic (as I type
this all I have open is Live Mail and that is most definitely all !!) the
CPU according to the gadget is constantly @ 62% and the RAM @61%. I have
looked at the task manager and can see nothing other than the side bar
(ironic really ) using any more resources than I would expect.
When using XP I get by very comfortably with 2 GB download, an agreement
I paid for but more often than not got nowhere near to using.
Doing the same with Vista pushes me WAY over the limit.
I can absolutely guarantee the machine is clean of malware.
Any theories would be appreciated.
I cannot honestly supply my customers with a piece of kit that needs such a
bigger spec and then in turn demands they pay their ISP for more bandwidth.

When you are trying to see what is using all this CPU time in Task Manager,
make sure you have pressed the button at the bottom to show processes from
all users.
