LSP DLL and Window Service

Hello,

I have developed an LSP (layered service provider) DLL and Window Service
for url filtering. This DLL works fine with Vista Ultimate edition but when
I use this DLL with Vista Business edition, on reboot Vista business edition
stop responding for first 8 - 10 minutes and after that everything works
fine. I registered this DLL and service on both Vista Ultimate and Vista
Business by using run as administrator.

What could be the reason of not responding on Windows Business.
