Bummer! That happened to me last Spring and it took me 6 weeks to find the
cure. :>(
But I did get it fixed. Here's part of my email reporting "success at last"
to my fellow MVPs who had been listening to my whines and offering their
help:

Short version: Deleted Content.IE5 folder.
Longer version (you know me)...
Yes, I had already deleted TIF from inside IE8. And that's after making
sure that my usual "empty TIF when closing browser" was set. (And, of
course, after all the malware scans, uninstall/reinstall, etc., described at
length over the past 6 weeks.) But a snippet of a conversation in the
public WLM(d) NG (I think, but I can't find it now) motivated me to try it
again.
Finally, I opened an elevated "DOS" window and deleted Temporary Internet
Files\Content.IE5. That seemed to fix the problem, finally! But, just to
be sure, I manually deleted the rest of the TIF folder contents. When I
restarted IE8, it rebuilt some of those folders, but not some old ones that
had been dated years ago, before Win7 existed.
Instant relief! After six weeks of frustration - and occasional short-lived
"fixes". So I didn't crow about my success for a few days, just to be sure.
But that was on Friday, May 14, and I've had no problems with
attachment-only messages in the 4 days since then, so I think I'm cured.

And I'm happy to report that there has been no recurrence of the problem in
the 3 months since then. ;<)
So, delete your Content.IE5 folder and see if that gives you Instant Relief.
To find your TIF folder location, in IE8, click Tools | Internet Options.
On the first tab (General), under Browsing history, click Settings, then
look under Current location on the next screen. (You didn't tell us which
Windows version or IE version you are using; your "click path" might be
slightly different.) Then, in an Administrator:Command Prompt window, go to
that location and delete that folder.
Please post back with good news - or bad.

For the last couple of days, my email comes into my inbox with the body of
mail as a plain text and an html attachment. Any pictures are also attached
instead of inserted. The mail is slugglish and hangs ups with the little
