In WLM in Windows Vista or Windows 7, are retrieved and sent messages
actually stored on the hard drive, or is it a web based storage? (OE6
w/XP or Windows Mail w/Vista store messages in user application data)

WLM is identical to OE and Windows Mail in that regard.
Messages are stored on the hard drive.

Afterthought,

Is it true that in WLM, POP3 is no longer supported? I have been using
that message retrieval method with OE6 and and Vista. What are my options?

WLMail supports POP3 accounts and setting it up is virtually identical to
OE6, and *Windows Mail* in Vista.

WLM supports POP3, MAP and HTTP (DeltaSynch).

Your options depend on the mail service.

If using Hotmail you can choose POP3 or HTTP for the account,

With Gmail you can use POP3 or IMAP.

Some mail services support only a single option.

There are a few differences in POP3 for WLM compared to OE6/WM
- When setting up a new POP3 account, WLM defaults to Leave a copy on
the server (Tools, Accounts, Mail, Properties, Advanced).
- WLM gives you a separate set of folders for each POP3 account whereas
OE6 has all POP3 accounts share folders.
- When you delete a POP3 account in WLM, it deletes all the messages in
the folders for that POP3 account. If you want to keep those messages
be sure to copy them to a Storage Folder first.

There is one difference.
WLMail has Leave a copy of messages checked by default when you enter new
accounts.
Advanced tab of account properties.
