Maintaining Zoom Level in IE9

It seems that no matter what I set the zoom level to in IE9, it eventually
reverts to 100%. I've tried custom levels, as well as the pre-sets. I've
tried unclicking the advanced setting 'reset zoom level for new sites.'

Is this just an oversight in IE9 or am I missing something?

Does IE9 still have the Internet Options -> Advanced tab panel? If so,
are the "Reset text size ..." and "Reset zoom ..." options still listed?

Yes....they are both there

Are all those reset options disabled? If already disabled, have you
loaded IE, enabled them, exit IE, re-disabled them, then reload IE?
That is, have you checked if you can force a state change in the options
by toggling them and reloading the app on each toggle?

They are both unchecked. I have tried what you suggested....we'll see now.
So far so good, but the tendency to revert to the default 100% seems to have
a mind of its own.

Zoom is also controlled by Ctrl+scrollwheel. So maybe you are scrolling
through a page and either accidentally hitting the Ctrl key or the
keyboard has a flaky (intermittent) Ctrl key.

If you are using a touchpad instead of a mouse or trackball, it's
sensitivity may be set too high. If your palm is hovering too close to
the touchpad or accidentally touching it, it may interpret a scroll
function while you happen to be hitting the Ctrl key for some other key
combo. And easy way to check is to disable the touchpad (often there is
a switch alongside its edge) and use a mouse for pointer control.
