Typically a computer that can't post and gives NO beep errors has a problem
with the CPU. I'd suggest the thing to try is to reseat the CPU. With the
heavy heatsinks on CPUs these days and if someone has moved their box, it
isn't uncommon for the CPU to be jarred out of its contacts, just enough to
produce this kind of result. Of course, the CPU itself could have gone
south.
