Make IE7 64 Bit Default Browser?

I have posted, but cannot find a solution to the problem I am having, which
is recently my IE7 32-bit cannot create shortcuts nor Favorites. I don't have
any other browsers installed and I cannnot find how to do some sort of repair
install for my IE7 32-bit.

Since no solution is readily available, I am asking the community if there
is a way to make my IE7 64-bit browser my default one?

Although with it, I cannot use Windows Live Toolbar, Flash, etc... I would
be able to make shortcuts & Favorites.

Any assistance would be appreciated.
