Hi Steven,
Run diskmgmt.msc and right click C: to select "shrink volume". It will
calculate and tell you how much space is available to do this. Note that
some free space is reserved by the OS, so not all that is free will be
available. To get around that will require the use of a third party
partitioning utility. You may also experience better results if you defrag
the volume first.
Once the free space is created, simply right click it in the disk manager
tool and select the option to create a volume and follow the prompts.
