How can I get Windows update page to work when I disable the Automatic
Updates and Background intelligent download services?

To turn on Automatic Updates
You must be logged on as a computer administrator to complete this procedure.

Open System, and then click the Automatic Updates tab.
– or –
If you are running Windows 2000, click Start, point to Settings, click
Control Panel, and then double-click Automatic Updates.
Click Automatic (recommended).
Under Automatically download recommended updates for my computer and install
them, select the day and time you want Windows to install updates.

Hello,

The way I read your question is that you want to turn off Automatic Update.
That can be done by right-clicking MY COMPUTER > Properties > Automatic
Updates > Turn off Automatic Update. However, leave BITS set to Started and
Manual.

Is there a particular reason why you would want to turn off this service?

Hi

To be able to control what to update (using the "manual" interface
at the WU5 Web site only):

Set AU to off in the Control Panel/Automatic Updates, but set the
service to Automatic (using Start/Run --> services.msc)

The BITS service also needs to be set to either Manual or Automatic
(in theory and in the MS documentation, Manual should be good enough,
but I have seen people needing to have it to Automatic).

OK so there is no way to disable the services permanatly and have WUS still
work. That should be changed. We should be able to disable the services and
have WUS still work.

How about, Automatic Updates and BITS soak up resources that they do not
need. Much like Windows Time, UPNP, Remote Registry, Server, Wireless Zero
Config, Help and Support, etc, etc, etc.

I expect that others who have run into this are power users who have setup
their services based on their personal setup. Some people simply don't like
software that phones home. WAU does, that irks people.
