Try this:
1. Go to
http://windowsupdate.microsoft.com and run a Custom scan > Uncheck
the Malicious Software Removal Tool and "hide" it ("Don't show me this
update again") > Close the webpage.
2. Now install/run it manually again.
3. Check-in at Windows Update website again > If it's still showing as a
Hidden Update, unhide it, then run a Custom Scan again. Is it offered now?
