The easiest approach here is doing it with Group Policy Preferences. If
you have a Windows Server 2008+ or Windows Vista+ management station
from which you can edit Group Policy and that Terminal Server has the
Client Side Extensions

installed, you're ready to go.
With GP Preferences, you can push Desktop Shortcuts you can further
filter down by using "Item Level Targeting" and security groups:

If Preferences aren't an option for you, well, then you'll probably have
to script that.
