Managing a Windows 2008 cluster without Admin access

Hi,
I've got a windows 2008 failover cluster that I want to give some users
rights to manage (to do things like fail the cluster over and take resources
offline etc) but I don't want to give them admin rights to the servers the
cluster runs on.

I can add the users with full control to the cluster in the failover cluster
manager, but when they try to open the cluster with the failover cluster
manager they get the error message:

The action 'Manage a Cluster...' did not complete. An error occured trying
to display the cluster information. Connection to the cluster is not allowed
since you are not an administrator on the cluster nodes(s)

Is there any way to make them a cluster admin with out making them server
admins?

Hi Scott,

as far as I'm aware you can only assign full admin permissions or no
permission to your W2K8 cluster.
BUT since R2 clusters you're able to give a read-only permission to
user/groups.

What's new in R2 failover clustering :
