Manual Downloads for Windows Vista

I have recently become the owner of a new Windows Vista Basic computer and I
must say with just Basic version, I'm quite satisifed with Vista. However,
due to financial constraints, I cannot afford the cost of internet services.
I have to do most of my downloads from an ancient laptop or from library
computers. I cannot find a way to download updates manually for Vista. It
would be great for those of us in a financial crunch, if Microsoft would find
a secured way to download Vista updates and transfer them via CD, USB Drive,
portable drives, etc... It is fustrating enough being in a crunch, but to
have Vista somewhat hobbled with the inability to download updates to
portable media. Thanks.
