I'm not aware of any "formal" procedure for a "complete manual uninstall"
(except for uninstalling the Windows Internal Database, which is documented
in Appendix A of the WSUS Operations Guide:
To uninstall Windows Internal Database
1. Open a command shell.
2. Call msiexec with the correct key for the operating system platform.
• On 32-bit platforms: msiexec /x {CEB5780F-1A70-44A9-850F-DE6C4F6AA8FB}
callerid=ocsetup.exe
• On 64-bit platforms: msiexec /x {BDD79957-5801-4A2D-B09E-852E7FA64D01}
callerid=ocsetup.exe
But the following simple steps should provide you with a clean enough
environment to retry the installation.
1. Remove the registry key at HKLM\Software\Microsoft\Update Services\Server
2. Archive the contents of %ProgramFiles%\Update Services\Logfiles until you
have a successful installation.
3. Remove the %ProgramFiles%\Update Services folder.
4. Remove the WIndows Internal Database if you have reason to believe it may
be contributing to your installation issues.
5. If you removed WID, also remove the SUSDB.mdf and SUSDB_log.ldf files,
which should be located in %windir%\SYSMSI\SSEE
6. Reboot.
7. Restart the WSUS installer.
