15fps is a limitation of the client.
Just to clarify your statement about going through the server--depending on
the network connection on your side and your buddy's side, you may or may not
go through the server. For example, if your friend is behind a firewall and
both clients are unable to establish a direct connection, you will have to go
through the server.
